On the 22nd of April, at the inaugural ICPA Prison Design and Technology Conference (PDTC) in Rabat, Prof. arch. Bozhidar Hinkov, in partnership with Nadya Radkovska (GDIN), unveiled a pioneering strategic roadmap for the next generation of Bulgarian correctional facilities. Moving beyond traditional architectural concepts, the presentation focused on the Belene and Pleven projects as Resilient Mechanisms—infrastructure designed to safeguard human dignity and international policy intent within complex, “high-friction” institutional environments.

The Core Philosophy: “System-Proof” Design

The “Green Prison” model is built on the reality that administrative turnover and “vision drift” are the primary risks to international reform. Arrogant Architects serves as the Design Guardian, bridging the gap between high-level Norwegian “Normalisation” philosophy and the domestic operational realities of Bulgaria.

  • Institutional Continuity: Using the Continuity Vault—a live Digital Twin (BIM)—to hard-code technical standards, ensuring the project’s DNA survives political cycles and administrative shifts.
  • The Audit Mandate: Shifting from “silent success” to evidence-based progress by establishing a formal mandate to audit the technical and social performance of facilities.

Strategic Case Studies: Planning for Autonomy

Currently in the Strategic Definition Phase, these projects utilise autonomy to make the facilities “self-defending” assets that reduce the burden on the taxpayer.

1. Belene: The Autonomous Ecosystem

Located on the isolated Persin Island, the project prioritises Climate-Adaptive Normalisation.

  • The Shield: A mandated 1.5m elevated structural foundation ensures the facility remains operational and humane during flood cycles.
  • The Loop: A “Waste-to-Resource” ecosystem where on-site biogas plants power dairy production, providing both energy and food security.

A model for transforming industrial decay into a Clean-Energy Hub.

  • Energy ROI: Integrating a 1MW Solar Park to protect the facility from energy price volatility.
  • 21st-Century Skills: Retrofitting workshops for high-value green-tech industries, shifting the resident’s identity from “offender” to “technician”.

The Samoranovo Precedent

The studio’s vision is grounded in the successful delivery of the Samoranovo Complex, which serves as the “Pillar Zero” proof of concept.
